The robots, a moving in the gray border would become the APDAYC. He decides who gets and who does not CULTURE. You can only receive WHO ARE IN THIS EDGE GRAY.

Your duty is to help them receive FREE CULTURE INFORMATION and not to become passive consumers (ie not into the EDGE GRAY APDAYC).
